NUS Tuition Grant (MOE subsidy with 3-year work bond)

Singapore's Ministry of Education subsidises NUS tuition for most international undergraduates via the Tuition Grant, cutting fees roughly in half, in exchange for a 3-year bond to work for a Singapore-registered company after graduation.
What the scholarship covers
A subsidy, not a scholarship: NUS/MOE's own brochure says it is offered 'to all Singapore Citizens, Permanent Residents and most international students on a competitive basis.' Mongolia is not named but not excluded either.
What you need
- Admission to an NUS undergraduate programme on a subsidised basis; for Mongolian secondary-school qualifications, routing into NUS's AP/SAT/ACT-based 'standardised test' requirement versus a separate international-qualifications track was not resolved this session -- confirm with NUS Admissions directly.
- NUS Applicant Portal (myaces.nus.edu.sg) application, S$20 fee for international applicants
- Non-citizens who take the Tuition Grant must serve a 3-year bond with a Singapore-registered ('Singapore entity') employer after graduating.
- Medicine/Dentistry carries a separate 4-6 year bond with Singapore's Ministry of Health, on top of or instead of the standard bond.
- Breaking the bond triggers MOE 'liquidated damages' equal to the total grant received (plus any GST subsidy) plus 10%/year compounded interest, due within 30 days.
- Standardised test requirement (one of): 5+ AP exams scoring 3+ each (AP Calc BC compulsory, except Law); OR ACT+Writing (Composite 29+, Writing 8+) plus 3+ AP exams; OR SAT (Reading&Writing 600+, Math 650+) plus 3+ AP exams.

Eligibility is implicit under 'most international students' -- no explicit Mongolia mention found, and no exclusion either. Treat as likely-eligible but confirm directly with NUS before committing a family to the bond.
The 3-year work bond is the single most important structural fact to explain to a family -- it is not a scholarship, it is subsidised tuition with a repayment-in-labour condition. Mongolia-specific nationality confirmation and the exact routing of a Mongolian school certificate into (or out of) the AP/SAT/ACT requirement remain open questions -- contact NUS Admissions directly.
